The second deck has them on the 4 rods, just not the two tall ones. I was looking at the pics you put up at EOCF when I put it together, and thats how it was.
Ill fix it though.

inshort bro all decks where rods penetrate should have an nut and washer on both sides of the wood except the the underneath of the bottom deck just gets a nut on it but the top side does get the washer as well

just helps the feet out a bit and gives you a bit more clearance lowering the chances of scratinging the table underneath

Can't wait to see it .... hardware on it yet .... and loop

praying the rad acomidations work ???

Good way to dress it up ios 3/8" cap nuts on the six riser tops. I didn't get them to save you a few bucks ...
