you can edit this setting from windows registry, and for me the key is
 
HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Cl ass\{4D36E968-E325-11CE-BFC1-08002BE10318}\0003\EnableUlps 
 
set 1 to enable ULPS
set 0 to disable ULPS
Might help with the 5970 transition issue between 3D/2D when benching at high clocks. Get rid of whatever ultra slow power state there is enabled by default.
