I've asked this before but how do you obtain an ES chip? I know you have to apply for one or something like that but what are the qualifications to receive one?

The more I hear of this the more depressing it becomes. Perhaps if the greater public could read some of this material and the goings on at the bot they would have a better perspective of these manufacturer's...
