I've seen more than one case where if the radiator's surface area is big enough and the ambients are low enough that there is absolutely no need for a fan simply because of the airflowing between the fins at a normal amount. Fans usually help, but with this kind of a radiator you'd only be cooling a few hundred watts of power which translates to only so many newtons of energy as opposed to something like a car engine which does need a lot of airflow to keep an engine cool.
