Your pic shows radial caps. And they very much have polarity - to the tune of glowing wires when switched (personal experience).
There are many types of surface mount caps as well.
We frequently will piggy back those radial caps on top of the surface mount ones.

Edit: FACE, I suspect the only way to know for absolute sure its value is to have the manufacturer data sheet of the board or have someone with the card remove the component and directly measure the capacitance with a capacimeter.
