Agreed! This is fully fixable. I have done this before on mobos and GPU's. I would try to resolder the old part and see if it boots.
I have a microscope soldering bench at my disposal at work which makes any solder job a walk in the park.

I don't think so! The E8700 is a thing of the past. All of the E8700 are ES chips. And I only have see 2 of them in public forums so far.
