I was having that exact problem with my Cox connection here. Sometimes it was fast and sometimes it was slow. More slow in the end. So slow I couldn't even access the Speed Test site. After months of about punching my monitor with my mouse I called them out. Ended up I had a weak signal to my house. They had to go down the street and put an amplifier on the line or something. Everything is grand now.
