Here is the final deal:
I knew it did not make any sense to have to install a video card just to get into bios. There are two ports on the mb stacked together (DVI/VGA). I had been using the DVI and on a lark tried the VGA...we got video...yay.
So now when I try to boot into Windows in this configuration it just hangs on "Windows starting".
