Well valid futuremark link does not mean that much.
If it did, why would hwbot have to specify no wireframe hacks etc?
I happen to have a HP pentium 4 system sitting next to me. Guess it is time to throw the 7000 in there and see if the arch makes any differnce

He is reporting an AGP card as a PCI
He has been reported.
EDIT: Futuremark links was what tipped me off actually. Since it was run on an HP/Compaq D330 desktop
running a 2.4 GHz+ Pentium 4 processor and having an AGP slot
(not saying an AGP slot means he was not using a PCI card but the numbers match up very well for a all stock AGP 7000 system)
Looking through some of his other submissions I do not think it was an accident either.
