Well it really depends on what you wanna put under water. If it's just the cpu and just for benching then don't waist your money on anything other than the swiftech or hwlabs rads. If you might put multiple things on water or might use it 24/7 go ahead and get the Feser or Black Ice Xtreme rads. For just a CPU loop you MAY see a 1-3c difference in temp but a huge price difference. The Feser/Black Ice are more expensive because the are double pass rads. The Feser has the widest fan spacing of the mix so you can run slower/quieter fans on it with no performance loss.
For CPU blocks, EK, Swiftech GTZ, or Dtek. All have their perks. GPU blocks I would only use EK, Danger Den, or Koolance. GPU blocks are quiet spendy but if you are the type to hold on to the hardware then go for it. You will see higher overclocks on the vga's with watercooling.
