The 3:4 and 1:2 thing is because you need to boot over a certain FSB for the divider to work right. What are the different chips your using?

Ok, ran chip #2 again with 1.5v set in bios and got
5.44GHz

#2 seems like a good clocker so far.
Also ran chip #4 with 1.5v/1.55v/1.6v and got
5.0GHz

I'm pretty sure its due to the 1:2 issue.
Seems like if I don't boot in with a 200 FSB or above I can't get the 3:4 divider. Chips #3 and #4 will not boot at 200 FSB no mater the voltage on air, maybe they'll do better under cold, for now #2 seems to be the best candidate for an LN2 run.
