Is the silicon "nano-technology" "heatsink" waterproof?

Maybe the "10" could be 6 or 7 under cold without any prep work at all....

From the images it looks like the covering is only on the ICs themselves. I mean I have not seen any gay blue ICs before. But maybe its just cuz I do not hang in those circles
